21 Chapter XXI: The Relations of the Ashram with Shamballa

The author explains that the relationship between any Ashram and Shamballa—the highest spiritual Center of the planet—is governed by a precise hierarchical rhythm. These relations unfold through reports that the Masters submit to the Bodhisattva. The Bodhisattva, in turn, evaluates the progress made in the various phases of the threefold project of Shamballa. Based on these evaluations, He informs the Lord of the World, who alone decides whether a particular Ashram requires an intensification of the fire of Shamballa—either to accelerate or to temper a specific phase of its assigned work.

Except for a certain cyclical period in planetary evolution—when all Ashrams, without exception, were subjected to a tremendous acceleration of Shamballic fire—the general rule is one of measured distribution. Each Ashram receives only the exact quota of fiery energy it can safely assimilate and correctly transmit. This is the law of “wise measures,” the spiritual economy that prevents overload and ensures perfect synchronization with planetary purpose.

The author then outlines the channels through which the Ashrams connect with Shamballa:

  • Ashrams of the First Ray relate to Shamballa through the Manu, the glorious Lord Vaivasvata.

  • Ashrams of the Second Ray relate through the Bodhisattva, the World Teacher.

  • Ashrams of the Third, Fourth, Fifth, Sixth, and Seventh Rays relate through the Mahachohan, the Lord of Civilization.

Each of these great departmental Lords applies the power of His Ray to the Ashrams under His charge. Only the Human–Deva Training Schools—the Aulas of Unification—are governed exclusively by the power of the Bodhisattva, for they are rooted in the energy of Love‑Wisdom.

Above all these stands the Lord of the World, who reviews and adjusts the entire system. This is the living expression of the Law of Hierarchy, the governing principle of our planetary scheme. Everything functions with exactness and synchronicity according to what the author calls “solar measures”—the Will‑of‑Love of the God of our universe, expressed through every planetary scheme.

Thus, the Ashram’s relationship with Shamballa is not abstract or symbolic; it is a living, rhythmic exchange of purpose, energy, and responsibility, ensuring that every Ashram contributes its precise part to the unfolding of the planetary Plan.
