15 Chapter XV: The Three Great Projects of Shamballa
In Chapter XV, Vicente Beltrán-Anglada details a momentous meeting where the Master revealed the new directives issued by the Lord of the World (Sanat Kumara) to address the deteriorating social conditions of humanity.
As the Master had promised, the author returned to the Ashram not long after his third visit—again without any sense of movement, as though transported instantaneously by a beam of inner light. The great hall was filled with all the pledged brothers, and the atmosphere vibrated with that unmistakable quality the Master called serene expectancy. Everyone was deeply attentive, inwardly alert, gathered by the silent magnetic summons of the Master’s telepathic call—a ray of light that had drawn them into His presence.
When the Master appeared and took His seat in the large red leather chair, the disciples formed a circle around Him. His expression was grave yet luminous. He told them that the Lord of the World, the august planetary Regent, had recently convened a great Council. In view of the deteriorating conditions of humanity and the increasing imbalance in world affairs, the Lord of the World had issued three major directives—three vast projects that the Great Brotherhood was to set in motion immediately.
The Master stated them with clarity and solemnity:
First, the worldwide recognition of Shamballa, so that humanity might begin to sense the existence of the planetary Center of Purpose.
Second, the understanding of the angelic kingdom, as the foundation for a correct comprehension of energy at all levels of existence.
Third, the implantation of organized magic on Earth, so that humanity might learn the true, practical laws of creation.
These three resolutions, He explained, would henceforth constitute the organized purpose of all Ashrams of the Great Brotherhood. Each disciple would receive spiritual training aligned with these planetary directives, “according to the measure of his own experience.” The pressure of Shamballa would intensify upon their minds and hearts. If they remained receptive—serene, attentive, expectant—they would soon feel within themselves a powerful inner impulse indicating clearly the line of activity they must follow to fulfill the Mandate.
He warned them not to strain or force anything. Effort kills understanding, He said. Their only task was to remain vigilant and inwardly awake. The opportunity for service would arise naturally from this poised state of consciousness, allowing the energy of the Solar Angel to flow freely into the personality. Though their personalities were already well‑disciplined, the Master reminded them that in the initiatory current they were traversing, the participation of the Solar Angel was indispensable. Until the very end, the Angel remains the winged Messenger of the Immortal Goods.
He urged them to maintain that vivid, familiar state of serene expectancy, for through it the sacred dispositions of the Great Lord would reveal themselves—objective, means, and path.
The Master then outlined the foundations of the triple project of Shamballa, making clear that each disciple would later receive individualized instructions tailored to his own karmic and spiritual responsibilities. With a broad gesture of blessing, He dismissed the group. Each disciple returned to his “house”—to the physical body—with renewed enthusiasm for work and service, the forces that kept them anchored in the initiatory current leading toward the highest peaks of spiritual realization.
Keynotes
The Invocative Call: The disciples were gathered at the Ashram via a powerful telepathic ray. The atmosphere was one of intense serene expectancy and profound attentiveness.
The Mandate of Shamballa: The Master announced that all Ashrams of the Great White Brotherhood must now focus on three specific global projects (the Threefold Hierarchical Project):
Global Recognition of Shamballa: Bringing the awareness of the planet's spiritual center to the world stage.
Knowledge of the Angelic Kingdom: Establishing this as the foundation for correctly understanding Energy at all levels of existence.
Organized Magic: Implementing a practical and logical understanding of the Laws of Creation on Earth.
Non-Effort and Receptivity: The Master emphasized that disciples should not "strive" or "struggle," as effort kills understanding. Instead, success depends on remaining "serene, attentive, and expectant," allowing the Solar Angel to pour energy into the personality.
Individualized Training: While the projects are universal, each disciple receives specific training "according to the measure of their own experience." Receptivity to the pressure from Shamballa will naturally reveal each person's unique line of service.
Summary
| Threefold Hierarchical Project | Spiritual Objective |
|---|---|
| Shamballa | To anchor the purpose of the Planetary Logos in human consciousness. |
| Angels | To bridge the gap between human life and the forces of Energy (Devas). |
| Organized Magic | To move humanity toward a technical, conscious participation in the creative process. |
The Role of the Solar Angel
The Master reminded the group that even for those well-advanced on the Initiatory Stream, the participation of the Solar Angel is essential. It remains the "winged Messenger of the Immortal Goods" until the very end of the journey.
